Incomplete Draft Remedial Design/Remedial Action Work Plan for OU-1 (NOV-93) <br /> Dear Marshall, <br /> Thank you for the above referenced documents, received in our offices on November 26, <br /> 1993. EPA's major concerns are (1) DDRW-Tracy appears to be planning a significant number of <br /> RD/RA documents (see Table 2-1 of the RD/RA Work Plan) for a standard pump-and-treat system <br /> (the most commonly implemented groundwater remedial system), and (2) the RD/RA Work Plan was <br /> submitted to EPA as an incomplete submission. Our comments are in two attachments. <br /> We are interested in streamlining RD/RA for OU-1, and thus, reduce the burden of document <br /> development/review, provided that such action would result in an expedited RD/RA schedule. <br /> The incomplete Draft RD/RA Work Plan (see General Comment No. 1 of Attachment 2, "EPA <br /> Comments on DDRW-Tracy's Draft RD/RA Work Plan") states that the missing sections will be <br /> provided as part of the draft final submission. However, the text is silent on how the regulatory <br /> agencies are to review and comment on the new information. In the absence of concurrence on an <br /> alternative review schedule for the new information, it would appear that the RD document review <br /> procedures of Section 7 of the FFA apply.
