the requirements for primary documents for RD/RA as outlined in Appendix B of the
FFA.
Corrective Action: The schedule should explain why only one document is proposed
to be a primary document.
Corrective Action: If there is to be only one primary document it should be the 95
percent design and RA work plan or the final design and RA work plan. Please revise
the schedule as necessary.
Corrective Action: The schedule should be explicit regarding the status (primary or
secondary) or role of all documents listed in the schedule.
2. 30 Percent Draft Remedial Design Document
This document, the only proposed primary document in the draft schedule, includes the
following six elements (four of which are not required to be primary documents by
terms of the FFA):
Remedial Design Work Plan'
Site Specific Health and Safety Plan
Field Sampling Plan
Construction Quality Assurance Plan'
Operations and Maintenance Plan, and
Personnel Training Plan.
If it would enable DDRW-Tracy to expedite the schedule, the non-primary- document
elements of the Remedial Design/Remedial Action Work Plan can be provided as
secondary documents.
Corrective Action: Revise the title of the 30 percent RD to reflect the fact that it is
"30 Percent RD/RA Work Plan."
Corrective Action: Explain how the elements in the primary documents listed in
Appendix B of the FFA are to be addressed in this schedule.
Corrective Action: Remove the non-primary-document elements from the primary
documents and include them in secondary documents if this action would help to
shorten time frames.
3. Time Frame to Planned Remedial Action
Z Note that these are documents identified as primary in the FFA.
EPA September 20, 1993 2/4
