Box 960001 <br /> Stockton, CA 95296-0250 <br /> Dear Marshall, <br /> The purpose of this letter is to document today's conversation with <br /> Steve Light (COE) regarding potential modification to the Final Amendments to <br /> the Comprehensive Remedial Investigat-ion/Feasibility Study (RI/FS) Work Plan, <br /> a secondary document under the terms of the FFA. <br /> Data collected during excavations for the Subsistence Warehouse in <br /> August 1991 included dioxins, pesticides, metals, and semivolatiles that <br /> were detected as contaminants. The Telic Report, as summarized by MW, <br /> included all of the contaminants with the exception of the dioxin/furan <br /> analyses (MW may not have been furnished with this data) . This <br /> information on contamination from dioxins/furans possibly remaining in <br /> the soils beneath the Subsistence Warehouse should be in these work plan <br /> amendments. <br /> The section titled Investigation-Derived Waste Characterization in the <br /> Field Sampling Plan (FSP) amendments, Appendix A, does not fully respond <br /> to regulatory requirements addressing hazardous characteristics of the <br /> wastes for disposal purposes. Pesticides, aromatic hydrocarbons, and <br /> dioxins are additional hazardous wastes that may be present at a given <br /> site, as discussed previously in EPA comment number 54. MW's response <br /> and supportive text do not totally address these concerns. <br /> o There appears to be no reason for using EPA Method 8040 for phenols at <br /> sites where EPA Method 8270 for semivolatiles is to be used, according <br /> to the information presented in the Quality Assurance Project Plan <br /> (QAPP) in Appendix B.
