Box 960001 <br /> Stockton, CA 95296-0710 <br /> SITE WIDE REMEDIAL INVESTIGATION (RI) WORK PLAN, DEFENSE DISTRIBUTION REGION WEST <br /> (DDRW) , TRACY, SAN JOAQUIN COUNTY <br /> On 23 March 1993, we met with representatives of DDRW, Tracy, the Corps of Engineers <br /> (CoE) and Montgomery Watson to discuss the Site-Wide Remedial Investigation (RI) <br /> Work Plan. The meeting was held to discuss the current plans for the site-wide RI <br /> now being conducted by Montgomery Watson. During the course of the meeting, it <br /> became apparent that Montgomery Watson was not aware of our concerns on the <br /> proposals for the site-wide RI which had been previously discussed in detail with <br /> DDRW, Tracy, the CoE and the previous contractor, Woodward Clyde. <br /> By letter dated 9 April 1992, we transmitted our concerns and recommendations for <br /> the site-wide RI. It is unclear if the work that was negotiated in April 1992 has <br /> been incorporated into the RI program scheduled to begin in Spring 1993. During the <br /> meeting and in the weeks since that time, it has become evident that some of our <br /> recommendations to avoid unnecessary work, cannot be implemented because the <br /> contracts are already in-place. <br /> Our reviews of Work Plans and other documents have been provided, not only to assure <br /> that water quality concerns are adequately addressed, but to provide recommendations <br /> for optimization of the RI and cleanup in the most cost effective manner. It now <br /> appears that the contracts may be driving the technical decisions rather than the <br /> technical decisions driving the contracts. We have enclosed a memorandum which <br /> discusses our concerns in more detail . <br /> In the future, we plan to send copies of all of our correspondence to the <br /> contractor, Montgomery Watson, in addition to the CoE, to assure that our concerns <br /> are addressed.
