We still do not know if what was agreed upon with <br /> Woodward Clyde in the April 1992 Meeting is the same as the work now scheduled to be <br /> performed by Montgomery Watson in 1993. <br /> It appears that the CoE did not give Montgomery Watson our comments on the Draft <br /> Work-Plan and did not convey what was agreed to during the April 1992 meeting for <br /> the site-wide investigation. James and I have discussed this meeting and have <br /> concluded that all future correspondence should be carbon copied (cc) to Montgomery <br /> Watson, as well as to the CoE, in order to avoid miscommunication and to assure that <br /> our concerns are addressed. <br /> It was also apparent from the Meeting that the CoE was unwilling or unable to modify <br /> the contract from what was being proposed by Montgomery Watson in order to assure <br /> that the work that we had agreed to in 1992 would indeed be performed. It now <br /> appears that contracts may be driving technical decisions rather than technical <br /> decisions driving the contracts. <br /> Attachment: file copy only <br />
