Box 960001 <br /> Stockton, CA 95296-0710 <br /> DRAFT COMPREHENSIVE REMEDIAL INVESTIGATION/FEASIBILITY STUDY (RI/FS) WORK PLAN <br /> AYFNDMENTS AND EVALUATION OF DETECTION LIMITS FOR THE COMPREHENSIVE PHASE I <br /> REMEDIAL INVESTIGATION (RI), DEFENSE DISTRIBUTION REGION WEST DDRW , TRACY, <br /> SAN JOAQUIN COUNTY <br /> We have reviewed the Draft Comprehensive RI/FS Work Plan Amendments for DDRW, <br /> Tracy submitted on 11 January 1993. We have also reviewed the Evaluation of <br /> Detection Limits for the Comprehensive Phase I RI submitted on 20 January <br /> 1993. These submittals were prepared by Montgomery Watson Engineers for the <br /> Corps of Engineers (CoE) . The amendments to the Comprehensive RI/FS Work Plan <br /> and the detection limits proposed for the Phase I RI are acceptable. <br /> However, we are concerned that the approach used to amend the Comprehensive <br /> RI/FS Work Plan omitted previously agreed to commitments made by DDRW, Tracy <br /> under a different contractor. Specifically, work agreed to be performed under <br /> Woodward-Clyde Consultants has not been incorporated into the Work Plan <br /> Amendments prepared by Montgomery Watson. These omissions were pointed out at <br /> the 23 March 1993 Project Manager's Meeting when the upcoming Phase I RI <br /> activities were discussed. We have enclosed a memorandum which documents <br /> those areas of concern which have not been adequately incorporated into the <br /> Comprehensive RI/FS Work Plan. <br /> We are disappointed that our comments on the Draft Comprehensive RI/FS Work <br /> Plan do not appear to have been incorporated into the Work Plan Amendments. <br /> Therefore, we request that DDRW, Tracy, as they agreed to at the 23 March 1993 <br /> meeting, provide a table which summarizes what activities are to be performed <br /> for the investigation of underground storage tanks (USTs) and waste management <br /> units (WMUs) in the upcoming Phase I field activities so that we may readily <br /> identify the data gaps that will need to be addressed in the Phase II Work <br /> Plan. <br /> If Au have any qu ions, please call me at (916)255-3065. <br /> o <br /> MES TAYLOR / <br /> Engineering Geologist <br /> Enclosure <br />
