Box 960001 <br /> Stockton, CA 95296-0710 <br /> MODIFICATION OF INTERIM REMEDIAL MEASURE (IRM) WASTE DISCHARGE REQUIREMENTS <br /> (WDRs), DEFENCE DISTRIBUTION REGION WEST (DDRW), TRACY, SAN JOAQUIN COUNTY <br /> This letter is in response to the 2 March 1993 letter from DDRW, Tracy, <br /> requesting modification of its IRM WDRs. We understand that the IRM system is <br /> currently shut down due to difficulties with the reinjection wells attributed <br /> to bio-fouling. The IRM is currently regulated under WDR Order No. 90-275. <br /> DDRW, Tracy has requested modifications to this Order and to WDR Order No. 89- <br /> 209 for discharge to the waste water treatment plant evaporation-percolation <br /> ponds. <br /> The modifications in WDR Order No. 90-275 requested by DDRW, Tracy pertain to <br /> the stormwater pond, currently permitted to allow disposal of treated <br /> groundwater from the IRM system during the summer months (May through <br /> October) . The main disposal method for this treated groundwater is to the <br /> reinjection wells, with the stormwater pond as a backup alternative. DDRW, <br /> Tracy has requested that the discharge to the stormwater pond be increased to <br /> a year round basis, so long as it maintains adequate stormwater storage <br /> capacity. The purpose of this request is to allow DDRW, Tracy to begin <br /> immediate discharge of treated groundwater from the IRM system to the <br /> stormwater pond while a program to rehabilitate the injection wells and solve <br /> the bio-fouling problem is being developed and implemented. This would <br /> minimize the interruption of the ongoing groundwater cleanup efforts. <br /> In addition, DDRW, Tracy requested that it be allowed to dispose of treated <br /> groundwater from the IRM system directly into the waste water treatment <br /> effluent evaporation-percolation ponds 1 and 2 in case there is not sufficient <br /> capacity in the stormwater pond. Under WDR Order No. 89-209, the IRM system <br /> is not permitted at this time to discharge into these ponds. Recent employee <br /> reassignments have reduced the hydraulic loading on these ponds by 65 percent <br /> making additional capacity available. <br /> The Board supports DDRW, Tracy's efforts to expedite continued operation of <br /> its IRM system. We understand there is currently 3 to 4 feet of total <br /> freeboard in the stormwater pond. Since all treated groundwater will be <br /> discharged to these ponds, we request DDRW, Tracy submit, as part of the <br />
