Box 960001 <br /> Stockton, CA 95296-0710 <br /> PROPOSED REHABILITATION PROGRAM FOR THE INTERIM REMEDIAL MEASURES (IRM) <br /> SYSTEM, DEFENCE DISTRIBUTION REGION WEST (DDRW), TRACY, SAN JOAQUIN COUNTY <br /> The purpose of this letter is to clarify the Boards position on issues <br /> discussed in a conference call on 8 March 1993 between the Board, DDRW Tracy, <br /> and the Corps of Engineers (CoE) . The conference call was initiated by the <br /> Board at the request of the CoE to discuss proposed activities to rehabilitate <br /> the IRM system. We understand that the IRM system is currently shut down due <br /> to difficulties with the reinjection wells and with the stripping tower <br /> attributed to bio-fouling. <br /> Visual inspection of the stripping tower packing medium through a glass port <br /> reveals severe bio-growth on the tower packing medium, the suspected bio- <br /> growth on the injection well screens reduced injection rates to below 15 gpm. <br /> As a result of the reduced disposal capacity, large volumes of water were <br /> recirculated through the stripping tower. This recirculating of the tower <br /> effluent is likely to have further contributed to the bio-fouling in the <br /> stripping tower by altering the effluent temperature and pH. <br /> To address the bio-fouling problem DDRW, Tracy and the CoE are proposing a <br /> rehabilitation program for the IRM stripping tower and the three injection <br /> wells to identify the problems and correct them. The proposed rehabilitation <br /> program would consist of the following activities: <br /> ► Stripping tower cleanout and thorough purging. <br /> ► Discharge pipeline cleanout and thorough purging. <br /> ► One time disposal of all cleanout wastes to the lined industrial <br /> waste water ponds. <br />
