The presence of multiple chemicals of concern is most likely at the industrial waste <br /> ponds (IWPs) and pipeline (IWPL) and possibly at the burn pits; it should be noted <br /> that virtually all metals and many organics were detected by AEPCO in their 1990 <br /> sampling of the IWPs and the IWPL. If each of the metals and the likely organics are <br /> detected in the groundwater beneath the IWPs at concentrations equal to the proposed <br /> detection limit for each analyte, then groundwater remediation may be required based <br /> on a carcinogenic risk factor greater than one in ten-thousand and a Hazard Index <br /> (HI), or sum of the individual HQs, greater than 1.0. <br /> 5. Ideally, background concentrations are established prior to general sampling. <br /> However, at DDRW-Tracy, background concentrations for inorganics, including <br /> metals, will be confirmed and/or determined for the soil and groundwater matrices <br /> during the Phase I sampling. After that time, presumably, background levels will be <br /> established and it will then be possible to choose appropriate detection limits for <br /> Phase II and possible future sampling efforts. <br /> 2 <br />
