Box 960001
Stockton, CA 95296-0710
WASTE DISCHARGE REQUIREMENTS NO. 90-275, DEFENSE DISTRIBUTION REGION WEST
(DDRW) , TRACY, SAN JOAQUIN COUNTY
We have reviewed your letter dated 11 January 1993 requesting changes to Waste
Discharge Requirements (WEIRS) No. 90-275. You specifically request three
changes to the Monitoring and Reporting Program including:
1 . Deletion of Method 8240 as Method 8010 and 8020 are also required;
2. Change analyses for total petroleum hydrocarbon (TPH) from Method 418.1 to
Modified Method 8015; and
3. Deletion of Method 8020 for the performance monitor wells.
We concur with these proposed changes to the Monitoring and Reporting Program
for the reasons cited in your letter. However, in the future we may request
that Method 8240, reporting all peaks, be performed again for a specified
period in order to assess potential contamination by tentatively identified
compounds (TICS) .
Your request to identify the new contract operator in the WDRs is noted.
However, in order to make this change we will need to revise the WDRs. This
change will be incorporated when the WDRs are revised to include the expansion
of the IRM to the final ground water remedial action for Operable Unit No. 1
(DU-1) . We intend to revise the WDRs prior to the Final ROD for OU-1 as you
have requested.
However, in order to issue the WDRs prior to the Final ROD, currently
scheduled for 4 September 1993, you will need to complete a Report of Waste
Discharge (RWD) for the disposal of the treated ground water from OU-1 .
Therefore, we request that you submit a RWD to our office by 15 March 1993.
The RWD must include a disposal alternative analysis and must identify all
disposal options including reuse and discharges to land and surface water.
The RWD should also address any changes to the current IRM permit, such as
treatment capacity, anticipated influent/effluent characteristics and
injection well rehabilitation needs, in order for us to prepare Draft
