2 . EPA continues to request that health-based Preliminary <br /> Remediation Goals (PRGs) should be developed for each analyte, <br /> for all media of concern prior to sampling (Suggested guidance <br /> is RAGS Volume 1, Human Health Evaluation Manual :Part B <br /> "Development of Risk-Based Preliminary Remediation Goals" , <br /> Interim 1991) . At a minimum these PRGs should be developed <br /> for Class A carcinogens and the most toxic non-Class A <br /> carcinogens. Proposed method detection limits in the Sampling <br /> and Analysis Plan could then be checked against the <br /> appropriate PRGs to determine adequacy for BRA purposes. DLA <br /> was to discuss this issue with their management and get back <br /> to EPA on June 17 , 1992 . <br /> Areas of Agreement <br /> 1. EPA agrees with DDRW-Tracy that it is not an objective of the <br /> Phase I investigation to deselect sites from further <br /> investigation. <br /> 2 . Workplan addenda for Phase II and further sampling will be <br /> primary documents with shortened review periods. <br /> 3 . All parties agreed to sample the old drainage ditch, to the i <br /> northwest of the present SWMU 4 . Two surface soil samples and C <br /> two composite soil samples between 1-2 feet will be taken and <br /> analyzed for the same analytes as in SWMU 4 . <br /> 4 . The Telic data will be summarized for SWMU 13 and included in <br /> the Workplan. <br /> 5. The Regional Water Quality Control Board waste discharge data <br /> for the sewage lagoon (SWMU 2) will be summarized in the C <br /> Workplan. <br /> 6. It was agreed to that the list "chemicals of potential <br /> concern" in the BRA Workplan be deleted and references made to <br /> Appendices B and C of the FFA in the Workplan. <br /> 7. Section 6. 0 (Schedule) will be deleted from the Draft Final <br /> RI/FS Workplan, and resubmitted under DLA letterhead. This <br /> scheduling issue will need to be discussed between all parties <br /> to the FFA. <br /> S . The term "operable Units" will be deleted from the workplan'. <br /> 9.
