BOX 960001 5W
NSTOCKTON, CA 95296- 0710 ENVIRONMENTAL HE
PERMIT/SERVICEZ-)
IN REPLY 1 0 DEC 1992
REFER TO DDRW-BE
SUBJECT: Installation Restoration Program (IRP) Issues at
Defense Distribution Region West (DDRW) Tracy Facility
Mr. Ronald L. Valinoti
Public Health Services
Post Office Box 2009
Stockton, CA 95201
Dear Mr. Valinoti:
The Defense Distribution Region West appreciates your agency's
concern for those people who are being impacted by the migration of
chemical contaminants in the ground water which emanates from the
DDRW Tracy Facility.
Since your agency is not a signatory to the Federal Facility
Agreement (FFA) which determines how DDRW Tracy will handle the
cleanup in the affected ground water aquifer pursuant to
Comprehensive Environmental Response, Compensation, and Liability Act
(CERCLA) , DDRW can appreciate your agency's frustration.
In order to speedily resolve this problem, the DDRW environmental
staff has been directed to take the following actions:
a. Establish a Technical Review Committee (TRC) .
b. Supply Public Health Services/Environmental Health Division
(PHS/EHD) with copies of all future studies related to the ground
water cleanup at DDRW Tracy. It was our understanding that the State
of California FFA representatives were to seep your agency infocoleu
of conditions at our site.
The public forum for the establishment of the TRC will tentatively be
held from 6 : 00 P.M. to 8 : 00 P.M. on December 10 , 1992 at the Tracy
Public Library.
PHS/EHD is invited to send a representative to attend this and future
TRC meetings .
