Box 960001 ✓ <br /> Stockton, CA 95296-0250 <br /> OFF-SITE AGRICULTURAL SUPPLY WELLS AND ALTERNATIVE WATER SUPPLY, DEFENSE <br /> DISTRIBUTION REGION WEST (DDRW), TRACY, SAN JOAQUIN COUNTY <br /> On 31 July 1991, we notified DDRW, Tracy that the off-site agricultural supply <br /> wells appeared to be exacerbating the extent of the volatile organic <br /> constituent (VOC) plume. We requested that DDRW, Tracy investigate options <br /> and take action to discontinue use of these wells and to replace the water <br /> supply for those well owners (Raspo property) . We required that DDRW, Tracy <br /> inform us of the status of this project by 15 September 1991. Since that <br /> time, DDRW, Tracy has informed us that it is attempting to acquire a long term <br /> interest in the property and will subsequently abandon the wells. We commend <br /> DDRW, Tracy for this effort, however should this measure fail , we will still <br /> require that pumpage of these wells cease and that an alternative water supply <br /> be provided in lieu of these wells. <br /> The June 1992 Draft Feasibility Study (FS) Report indicated that DDRW, Tracy <br /> plans to install monitor wells east of Banta Road to complete the definition <br /> of the plume extent. This Report also indicated that extraction wells may be <br /> installed along Banta Road as part of the remedial action for the ground water <br /> cleanup. However, we believe that unless the off-site agricultural supply <br /> wells cease operation, extraction wells alone will be inadequate to control <br /> the migration of the VOC plume. Therefore, in order to expedite the ground <br /> water cleanup, use of the agricultural supply wells must be discontinued and a <br /> replacement water supply must be provided to the Raspo property. <br /> In November 1991, we collected and analyzed water quality samples from the <br /> Rose domestic supply well (25516 Banta Road) which indicated that this well <br /> had been contaminated by the DDRW, Tracy VOC plume. Additional sampling by <br /> DDRW, Tracy in May 1992, confirmed that the Rose well contains <br /> trichloroethylene (TCE) in concentrations which slightly exceed the Primary <br /> Maximum Contaminant Level (MCL) . These data indicate that the leading edge of <br /> the plume is east of Banta Road, which is not yet defined due to the lack of <br /> monitoring wells. DDRW, Tracy has since supplied bottled water to this <br />
