DEFENSE DISTRIBUTION REGION. WEST
TRACY SITE
PROJECT MANAGER MEETING MINUTES
10-11 OCTOBER 1991
Solid Waste Management Unit (SWMU) Investigation
Department of Toxic Substances Control (DTSC) questions the
number of SWMUs Woodward-Clyde Consultants (WCC) are looking
at? WCC is only looking at the 16 SWMUs from the original
list which it was agreed , by all parties , needed .further
investigation . Those SWMUs are #3 (industrial lagoons) , #5
(old industrial lagoon) , #6 (sump) , #7 (burning pit #1) , #8
(burning pit #2) , # 10 (medical supplies burial) , #10a
_ (pozsibl.e medical supplies burial) , # 12 (embalming fluid
dump) , # 14 (lube oil dump) , #15 (pesticide waste disposal
area) , #21 (battery acid sump) , #22 (hazardous materials
storage area) , #23 (Building 26 recoup operation) , #24
(Building 247 Petroleum Laboratory underground tank) , and
#27 (Building 206 Roundhouse sump) .
Of these , the Environmental Protection Agency (EPA
had/has data questions about 10 , 12 , 14 , 15 , 16 , and 22.
EPA feels uncertain as to whether the locations of these
SWMUs have been adequately defined . Numbers 10 (medical
supplies burial) and 12 (embalming fluid dump) needs
`i more/better definition .
WCC stated that they had done this , but it was not reflected
in the report because they felt it was beyond the Scope of
Work (SOW) . WCC will redefine the SWMUs .
WCC stated it was decided that they would finish the
original RI/FS before doing everything else and that this
effort would include characterizing the groundwater plume
and source areas - everyone agreed with this . The current
scope for OU-1 is limited to groundwater only.
The Regional Water Quality Control Board (RWQCB) suggests we
have a meeting or conference call at the end of the SWMUs
investigation to discuss SWMUs 10 , 12 , 14 , 15 , 16 , and 22
all agreed.
The EPA and the Corps of Engineers (CoE) want the SWMUs
defined better (located within 3 to 5 feet , not a 25 foot
radius) .
The RWQCB expressed a desire for more conference calls or
meetings while CoE wanted more letter reports .
