Bos 2009 • (1601 East Hazelton Avenue) • Stockton, California 95201 <br /> (209) 468-3400 <br /> REVISED LETTER <br /> MARSHALL CLOUD 11-20-91 <br /> DEFENSE DISTRIBUTION REGION WEST-TRACY <br /> OFFICE OF ENVIRONMENTAL PROTECTION <br /> 25600 S CHRISMAN RD <br /> TRACY CA 95376-5000 <br /> RE: PROJECT MANAGER'S MEETING, NOVEMBER 14, 1991 <br /> OFF-SITE CONTAMINATION OF DOMESTIC WELLS <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS-EHD) wish to express our concerns relative to the <br /> recent confirmation of contamination in off-site domestic drinking <br /> water wells. <br /> The samples collected 11-14-91 by representatives from the Central <br /> Valley Regional Water Quality Control Board (CVRWQCB) and <br /> Department of Toxic Substance Control (DTSC) have confirmed the <br /> presence of Trichloroethene (TCE) and Carbon Tetrachloride (Carbon <br /> Tet) in the Rose property well; 25516 S. Banta Road, and Carbon Tet <br /> was confirmed in the Robertson property well; 25080 S. Banta Road. <br /> Both well samples also exhibited trace amount of Chloroform. <br /> The Carbon Tet test results did exceed California Administrative <br /> Code, Title 22 Drinking Water Standards for Maximum Contaminate <br /> Levels (MCLS) while the test results for TCE did not exceed MCL. <br /> Due to the nature of these contaminants, PHS-EHD strongly <br /> recommends that the Defense Distribution Region West - Tracy <br /> (DDRWT) provide both residences with bottled water immediately. <br /> The bottled water should be supplied until such time as a long term <br /> correction to the current drinking water supplies can be addressed. <br /> On November 18, 1991, members of my staff notified impacted <br /> residents of the confirmation sampling results and made <br /> recommendation that each discontinue usage of their domestic wells <br /> for drinking purposes. We will provide each impacted resident with <br /> a copy of this correspondence to the DDRWT under separate cover. <br /> As was discussed during the Project Manager's Meeting of 11-14-91, <br /> both the RWQCB and our agency believe a well survey within a 1 mile <br /> radius is necessary. Sampling of these identified wells may be <br /> concentrated on the easterly boundary along Banta Road. These <br /> wells along Banta Road should be included in the next quarterly <br /> sampling schedule and included in the December 1991 quarterly <br /> report. Should additional sampling detect the presence of volatile <br /> organic contaminants, we recommend the DDRWT be prepared to provide <br /> bottled water to those affected. <br /> A Division of tian Joaquin County Health Care Services <br />
