Therefore, you are required to <br /> prepare a report for regulatory review. It should contain the <br /> following: <br /> o An evaluation of the cause for the multiple leaks and plan <br /> of action for their remedy; <br /> o A complete technical evaluation of the October 12 , 1991 <br /> malfunction and recommendations for repairs; and <br /> o An evaluation of the operations plan, focusing on plant <br /> monitoring procedures. Recommendations to improve these <br /> procedures must be includedin the report. They may take <br /> the shape of an on site plant operator or an electronic <br /> monitoring system. Establishment of monitoring program to <br /> provide warning of a system malfunction is imperative, as <br /> future spills can not be allowed. <br /> Regulatory approval of the report must be obtained prior to <br /> restart of the plant. We have received the concurrence of the <br /> Regional Water Quality Control Board and the U. S. Environmental <br /> Protection Agency for this letter. <br /> The Department does wish to commend DDRW, Tracy site, for <br /> developing the ground water treatment system. We hope that the <br /> present problems can be quickly alleviated and the system put <br /> back on line soon.
