Mr. Marshall Cloud
October 29, 1991
Page 2
The problems we have noted must be addressed prior to the
re-start of the treatment system. Therefore, you are required to
prepare a report for regulatory review. It should contain the
following:
o An evaluation of the cause for the multiple leaks and plan
of action for their remedy;
o A complete technical evaluation of the October 12 , 1991
malfunction and recommendations for repairs; and
o An evaluation of the operations plan, focusing on plant
monitoring procedures. Recommendations to improve these
procedures must be includedin the report. They may take
the shape of an on site plant operator or an electronic
monitoring system. Establishment of monitoring program to
provide warning of a system malfunction is imperative, as
future spills can not be allowed.
Regulatory approval of the report must be obtained prior to
restart of the plant. We have received the concurrence of the
Regional Water Quality Control Board and the U. S. Environmental
Protection Agency for this letter.
The Department does wish to commend DDRW, Tracy site, for
developing the ground water treatment system. We hope that the
present problems can be quickly alleviated and the system put
back on line soon. Should you have any questions regarding this
letter, you may contact me at (916) 855-7874 .
Sincerely,
Jim Pinasco
Waste Management Engineer
Site Mitigation Branch
enclosure
cc:
Mr. Michael Work
U.S. Environmental Protection Agency
Region IX
75 Hawthorne Street (H-7-3)
San Francisco, CA 94105
