My comments are as follows: <br /> 1. The Plan needs to address the ethnic make up of the <br /> community. Is it necessary to have facts sheets translated <br /> into another language in order to meet the needs of the <br /> community? Will it be necessary to have a translator <br /> available at public meetings? <br /> 2 . How was the information for the Plan obtained? I realize <br /> some of the information was obtained through interviews with <br /> community members, but some mention should be made as to <br /> how other information was obtained (i.e. file search, <br /> interviews with technical staff from the agencies and the <br /> Army) . <br /> 3 . There should be a list of the individuals who were <br /> interviewed. <br /> 4 . Some of the discussion is quite technical in nature, <br /> therefore, I suggest that a glossary of terms be included as <br /> an appendix. <br /> 5. Figure 2 contains areas that are shaded. What are those <br /> areas? Do they depict plumes? If so, the legend should <br /> reflect that information. <br /> 6 . Section 2 , Environmental Studies, page 2, second paragraph, <br /> sentence 6 should be reworded. It would be more clear if <br /> the sentence read as follows: Because of this, DDRW Tracy <br /> in FY 1989 , contracted through the US Army Corps of <br />
