We have previously reviewed the RI/FS Report and on <br /> 5 July 1991 we sent our letter on the review of that Report. As you know, we are <br /> pleased with the progress that Tracy has made in the RI for OU 1 and that the <br /> Interim Remedial Measure (IRM) for the ground water cleanup has been installed <br /> and is awaiting our approval to begin full scale operations. We believe that any <br /> shortcomings in the current RI may be easily compensated for in the site-wide RI . <br /> Therefore, we approve of the RI Report for OU 1. <br /> The Environmental Protection Agency (EPA) and the Department of Toxic Substances <br /> Control (DTSC) indicated that the Risk Assessment portion of the RI/FS must <br /> follow the EPA's Risk Assessment Guidelines. The Proposed Plan was submitted by <br /> the Corps of Engineers so that the data needed for the Risk Assessment could be <br /> collected and the RI/FS Report for OU 1 could be completed. <br /> The Proposed Plan was discussed in a telephone conference call on 31 July 1991 <br /> between the EPA, the DTSC, the Regional Board, the Corps of Engineers and DDRW, <br /> Tracy.
