4 <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 90-275 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> DEFENSE DISTRIBUTION REGION WEST TRACY <br /> INTERIM GROUND WATER CLEANUP SYSTEM <br /> DEFENSE LOGISTICS AGENCY, DEPARTMENT OF DEFENSE <br /> AND ENSOTECH INC. <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1 . The Defense Logistics Agency, Department of Defense, the owner and <br /> operator of the Defense Distribution Region West (DDRW) Tracy, and <br /> Ensotech Inc. , the contractual operator of the DDRW's interim ground water <br /> cleanup system, jointly submitted a Report of Waste Discharge, dated <br /> 21 November 1989. Hereafter, both the Defense Logistics Agency and <br /> Ensotech Inc. are referred to as the Discharger. <br /> 2. DDRW's primary mission is the receipt, storage, and issue of Defense <br /> Logistics Agency supplies. <br /> 3. DDRW occupies 448 acres of land 1-1/2 miles southeast of Tracy. The <br /> surrounding area is used mainly for agriculture. The Discharger' s interim <br /> ground water system is in the northwest 1/4 of Section 35, T2S, R5E, <br /> MDB&M, as shown in Attachment A, incorporated herein and made part of this <br /> Order. The Assessor' s Parcel Numbers for this site are 250-837-158 and <br /> 250-890-102. <br /> 4. The Discharger is proposing to discharge treated ground water to shallow <br /> aquifers utilizing injection wells and the existing storm drain holding <br /> pond, all on-site. Ground water recharge was determined to be the most <br /> desirable disposal alternative since it would minimize ground water <br /> depletion. <br /> 5. The Defense Logistics Agency is conducting RI/FS activities at DDRW in <br /> accordance with CERCLA. Ground water contamination, specifically <br /> trichloroethene (TCE) and tetrachloroethene (PCE) up to 560 ppb and <br /> 340 ppb, respectively, has been detected. Other contaminants have been <br /> detected, though infrequently and/or at levels substantially below <br /> drinking water standards. These include 1 ,1-dichloroethane, <br /> 1 , 2-dichloroethene , 1 , 1-dichloroethene, 1 , 2-dichloroethene , <br /> tetrachloroethane, acetone, chromium, selenium, toluene, benzene, <br /> ethylbenzene, xylene, total petroleum hydrocarbons, and dieldrin. <br /> 6. The sampling and analysis of RI/FS monitoring wells has been sporadic; <br /> however, the Discharger is currently developing a regimented monitoring <br /> well sampling and analysis program that will more definitively <br /> characterize the ground water pollution and identify seasonal <br /> fluctuations.
