MONITORING AND REPORTIPPROGRAM • -10- <br /> DEFENSE DISTRIBUTION REGION WEST TRACY <br /> SAN JOAQUIN COUNTY <br /> Plan B At initiation of startup and at 2-hour intervals during startup and for <br /> the first 12 hours of the Prove-Out. Every six hours thereafter, <br /> throughout the duration of the Prove-Out. <br /> Plan C Twice a month for the first three months, quarterly thereafter. <br /> Plan D At initiation of startup, after 4 hours of operation, and at the end of <br /> the Prove-Out. <br /> Plan E At initiation of startup and at the end of the Prove-Out. <br /> QUALITY CONTROL SAMPLES <br /> For quality control purposes the Discharger shall collect and have analyzed one <br /> sampling blank and one duplicate for every ten samples collected and analyzed. <br /> Each of these quality control samples shall be analyzed for the same parameters <br /> as the other samples collected. <br /> REPORTING <br /> Monthly monitoring reports shall be submitted to the Regional Board by the 15th <br /> day of the following month. <br /> In reporting the monitoring data, the Discharger shall arrange the data in <br /> tabular form so that the date, the constituents, and the concentrations are <br /> readily discernible. The data shall be summarized in such a manner to illustrate <br /> clearly the compliance with waste discharge requirements. Potentiometric contour <br /> maps shall be prepared for all areas potentially impacted by the extraction and <br /> injection well fields. <br /> The results of any monitoring done more frequently than required at the locations <br /> specified in the Monitoring and Reporting Program shall be reported to the Board. <br /> Upon written request of the Board, the Discharger shall submit a report to the <br /> Board by 30 January of each year. The report shall contain both tabular and <br /> graphical summaries of the monitoring data obtained during the previous year. <br /> In addition, the Discharger shall discuss the compliance record and the <br /> corrective actions taken or planned which may be needed to bring the discharge <br /> into full compliance with the waste discharge requirements. <br /> The Discharger shall implement the above monitoring program as ,qthe date of <br /> this Order. <br /> WILLIAM H.
