WASTE DISCHARGE REQUIREMENTS -3- <br /> DEFENSE DEPOT TRACY <br /> SAN JOAQUIN COUNTY <br /> (d) The performance monitoring of the cleanup system to gauge its <br /> effectiveness. This includes the installation of five wells to <br /> monitor the extraction system and five wells to monitor the <br /> injection system. <br /> (e) The assessment of the effect of this interim groundwater cleanup <br /> system on ground water contamination, including the development <br /> of a numerical ground water contaminant transport model . <br /> 11. The existing storm drain holding pond collects stormwater runoff at <br /> DDT. Stormwater runoff to the storm drain pond is currently being <br /> monitored pursuant to Board Order No. 89-209. <br /> 12. The beneficial uses of the groundwater are domestic, municipal , <br /> industrial , and agricultural supply. <br /> 13. The Board adopted a Water Quality Control Plan for the Sacramento - San <br /> Joaquin Delta Basin (5B) , 2nd Edition, which contains water quality <br /> objectives for all waters of the Basin. These requirements are <br /> consistent with that Plan. <br /> 14. The Discharger is required to protect the environment to the greatest <br /> degree possible (Public Resources Code, Section 21000, et seq. ) . <br /> 15. The Defense Logistics Agency has adopted a Negative Declaration in <br /> accordance with the California Environmental Quality Act, (CEQA - <br /> Public Resources Code Section 21000, et seq. ) , and the State Guide- <br /> lines. The project' s Initial Study indicates that the project will not <br /> have significant impacts on the environment. The Department of Health <br /> Services, the Lead Administrative Agency for CEQA compliance, has <br /> concurred with this determination. The Board has reviewed the EIR and <br /> has determined there are no significant impacts on water quality. <br /> 16. This discharge is exempt from the requirements of Subchapter 15, <br /> Chapter 3, Title 23, of the CCR, pursuant to Section 2511 (b) because <br /> the Board has issued waste discharge requirements, the discharge is in <br /> compliance with the Basin Plan, and the wastewater is not a ' hazardous <br /> waste' according to Chapter 30, Division 4, Title 22, CCR. <br /> 17. The Board has notified the Discharger and interested agencies and <br /> persons of its intent to prescribe waste discharge requirements for <br /> this discharge. <br /> 18. The Board, in a public meeting, heard and considered all comments <br /> pertaining to the discharge. <br /> IT IS HEREBY ORDERED that Order No. 89-209 be rescinded and Defense Depot Tracy, <br /> in order to meet the provisions contained in Division 7 of the California Water <br /> Code and regulations adopted thereunder, shall comply with the following: <br />
