WASTE DISCHARGE REQUIREMENTS -g- <br /> DEFENSE DEPOT TRACY <br /> SAN JOAQUIN COUNTY <br /> 7. The Discharger shall submit to the Board and the Department of Health <br /> Services the "Monthly Operation Reports" by the 15th day of the <br /> following month. These operational reports should contain a summary <br /> of the 0&M activities for that month, including those activities <br /> contained in the Preventive Maintenance Schedule, prepared by <br /> Ensotech, Inc. (dated 22 March 1990 and any subsequent updates) , and <br /> in Discharge Specification C.4. (vi ). In addition, the Monthly <br /> Operation Report shall contain a summary of any shutdown and/or spill <br /> events that occur that month. <br /> 8. The Discharger shall submit to the Board and the Department of Health <br /> Services all revisions to the "Preliminary Ground Water Model Report", <br /> dated 24 March 1990. In addition, the Discharger shall provide to <br /> both the Board and the Department of Health Services the "Model <br /> Operations Manual " for the groundwater contaminant transport model , <br /> including software, data, and operating instructions. <br /> 9. The Discharger shall submit to the Board and the Department of Health <br /> Services the "IRM Evaluation Report" and the "System Evaluation <br /> Report". The "System Evaluation Report" shall determine if the <br /> performance monitoring well network (MW1 through MW10 and the nearby <br /> RI/FS monitoring wells) provides sufficient hydrologic and water <br /> quality data to accomplish the following objectives: <br /> a) Monitor water levels and water quality within the permeable zone <br /> screened by the extraction wells, and within overlying and <br /> underlying zones. <br /> b) Verify that the capture zones of individual extraction wells <br /> overlap (i .e. , no gaps exist) , and that off- spot migration of <br /> contaminants is being reduced in the vicinity of the extraction <br /> field. <br /> c) Determine hydrogeologic and water quality parameters of the <br /> ground water regime in order to adequately calibrate the ground <br /> water contaminant transport model . <br /> d) Monitor water levels and water quality around the storm pond and <br /> injection wells to determine if the discharge of treated ground <br /> water in these areas significantly affect ground water <br /> contamination migration patterns. <br /> e) Operate the ground water extraction and inject-on system in the <br /> most effective manner. <br /> 10. The Discharger shall submit to the Board and the Department of Health <br /> Services, within 30 days of adoption of this Order, a plan to sample <br /> and analyze the RI/FS monitoring wells on at least a quarterly basis. <br /> 11. The Discharger shall comply with the Standard Provisions and Reporting <br /> Requirements, dated 1 February 1990, which are a part of this Order. <br />
