David Wang, P.E.
Page 3
picture concerning contamination in Area 4 sketchy. There is
not sufficient data available to define the extent of
contamination.
AREA 5:
Area 5 is located near the center of the Depot. Soil and soil
gas samples did not detect TCE or PCE at levels of concern.
It is thought that past handling and storage practices are
responsible for the presence of groundwater contamination.
AREA 6:
Area 6 is located at the eastern most corner of the Depot.
Aerial photography indicated stained soil . It is thought that
open storage at or near Area 6 is the source of contamination.
Review of the draft report comprises 3 parts: 1) an overview
with specific comments, 2) a hydrogeologic evaluation
completed by the technical services unit (attachment to this
memo) , and 3) an evaluation of the endangerment assessment.
The endangerment assessment is being conducted by the
Departments' toxicology section and will be forwarded when
completed.
SPECIFIC COMMENTS
1) Page 2-1 Section 2.0.1:
The project QA/QC requirements used to screen data from
previous reports is not defined. The Department requests
clarification of QA/QC requirements used.
2) Page 2-2 and Figure 2. 1-1:
The draft engineering report summarizes the previous work
of both the Jefferson Associates (June 1982) and the
Radian Corporation (August 1986) . Listed in these
reports are a number of potential hazardous waste sites.
The status of these sites has not been clearly defined.
The Department recommends that these potential sites and
any others be listed together in one common reference.
The listing should include their status as source
locations (ie. has sufficient characterization been
conducted to determine: 1) they are contamination
sources, 2) they are not contamination sources, or 3)
further characterization is needed) .
3) Page 5-20,21 Section 5.3.2.1 and Table 4. 6-1:
The report calculates the amount of TCE and PCE residing
in the soil . These calculations were not provided in the
