State of California • • Department of Health Services
Memorandum
To Jim Pinasco Date August 1, 1989
Waste Management Engineer
Subject: Defense Depot
Tracy (DDTC) Draft
Via Richard McJunkin, CEGWY-V RI/FS Review
Senior Engineering Geologist
From Toxic Substances Control Division
4250 Power Inn Road
(916) 920-6560
Per your request to the Technical and Support Services Unit
(TSSU) , the Draft Remedial Investigation/Feasibility Study
Engineering Report Defense Depot Tracy California (Draft RI/FS)
dated July 3 , 1989 , by Woodward-Clyde Consultants has been
reviewed for hydrogeologic content. Only Volume 1 of the Draft
RI/FS has been reviewed to date.
Comment 1
TSSU has two major disagreements with the Draft RI/FS .
- The Draft RI/FS states that the hydrogeology has been
sufficiently defined for RI/FS purposes. The subsurface
geology of the site and critical off-site areas have not
been adequately characterized which precludes the
identification of groundwater contaminant pathways. The
quality of the geologic cross-sections and borehole
lithologic logs are inferior with respect to industry
standards and considered by TSSU to be inadequate for
assuring that contamination emanating from DDTC has been
defined.
The Draft RI/FS states that the Upper Tulare aquifer is
one hydrostratigraphic unit. There is currently
insufficient hydrogeologic information to make this
determination.
Specific details and examples of these two disagreements are
presented in the "Primary Concerns" section of this review.
