J <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. - �� <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> DEFENSE DEPOT TRACY <br /> SAN JOAQUIN COUNTY E <br /> C <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Board) finds that: <br /> 1. Defense Depot Tracy (hereafter Discharger) submitted a Report of Waste Discharge <br /> dated 5 March 1982, and updated by submittals dated 29 April 1985, 14 Octobe <br /> 1987 , and 20 July 1989. <br /> 2. The Board, on 17 October 1963, adopted Resolution No. 63-216 which prescribed <br /> requirements for a discharge from a sanitary sewage treatment plant to <br /> � <br /> evaporation-percolation ponds. <br /> 3. Present waste discharge requirements established by Resolution No. 63-216 are <br /> neither adequate nor consistent with plans and policies of the Board. <br /> 4. Defense Depot Tracy is operated by the Defense Logistics Agency of the Department <br /> of Defense. The function of the base is to receive, store, maintain, and issue <br /> a wide range of supplies to Department of Defense and federal civilian agencies. <br /> 5. The Discharger occupies 448 acres of land 1-1/2 miles southeast of the city of <br /> Tracy in San Joaquin County. The surrounding area is used mainly for <br /> agriculture. However, current trends indicate that more of this land will be <br /> used for housing in the near future. The Discharger's sewage treatment facility F <br /> is in the northwest 1/4 of Section 35, T2S, R5E, MDB&M. <br /> 6. The Discharger presently discharges 60,000 gallons per day of effluent, <br /> consisting of domestic and boiler blow down wastewater, to one of two <br /> percolation-evaporation ponds (used alternately) after secondary treatment which �1 <br /> includes, clarification, trickling filters, and chlorination. u <br /> 7. The Report of Waste Discharge and past Monitoring Reports describe representative <br /> waste characteristics as follows: <br /> Design Flow: 500,000 gpd <br /> Average Flow: 60,000 gpd <br /> Pond Capacity: 12.8 acre-feet <br /> Constituent Influent Average Effluent Average <br /> BOD 390 mg/l 4 mg/1 <br /> Settleable Solids 57 ml/l <0.1 m1/1 <br /> pH 7.8 7.2 <br />
