STATE OF CALIFORNIA—HEALTH AND WELFARE AGENCY GEORGE DEUKMEJIAN, Go".,
DEPARTMENT OF HEALTH SERVICES
TOXIC SUBSTANCES CONTROL DIVISION
REGION 1
4250 POWER INN ROAD
SACRAMENTO,CA 95826
(916)7393145 August 18, 1989
Fred J. Burkett, Ltc
Director of Installation Services
Defense Depot Tracy
25600 South Chrisman Rd.
Tracy, CA 95367-5000 E%1"R0,%UjENTAJ -
Dear Colonel Burkett:
INTERIM GROUNDWATER WITHDRAWAL, TREATMENT, AND DISPOSAL SYSTEM;
STATEMENT OF WORK FOR DEFENSE DEPOT TRACY
The enclosed memorandum relays the Department of Health Services'
(Department) concurrence and comments regarding the revised
interim groundwater treatment system. We appreciate the efforts
of your staff and contractors to incorporate the concerns of the
Department and the California Regional Water Quality Control
Board into the modified statement of work.
The Department has reviewed the scope of work proposed for the
first phase. We agree with the selection of five extraction
wells and three injection wells for the initial phase. We also
agree with the inclusion of additional monitoring wells to
evaluate the interim systems' performance and provide data for
feedback into the groundwater model. The use of a phased
approach along with the additional monitoring will provide data
useful to the final remedy and allow the optimum placement of
additional treatment system wells.
The attached comments are limited to specific technical and
procedural recommendations. They focus primarily on well
construction techniques and the Departments' oversight concerns.
We look forward to working with your staff during the development
and implementation of the interim groundwater treatment system.
Should you have any questions, please call Jim Pinasco of my
staff at (916) 924-2154 .
Sincerely,
1 'a " P. .
David Wang, P
Senior Waste Management Engineer
Enclosure
cc: See next page.
