David Wang, P.E.
Page 2
August 17, 1989
install the wells in phases and provide additional monitoring.
The monitoring would serve two purposes: 1) to evaluate the
performance of the extraction and injection fields and 2) to
gather data on which to base the construction of the additional
phases.
The revised proposal called for the installation of five
extraction, three injection, and ten monitoring wells. Five
monitoring wells would be installed in each well field to supply
the data collection points.
Three hundred days after contract award an evaluation report will
be submitted for regulatory review. At that time the regulatory
agencies in conjunction with the Depot and the Army Corps of
Engineers will determine the placement of additional wells if
needed.
Verbal approval for this proposal was given by the Department on
26 July 1989 . The purpose of this memorandum is to provide
written concurrence with the phased approach and to provide
specific technical recommendations for the construction and
operation of the interim groundwater treatment system. The
statement of work has been reviewed by Reid Buell, R.G. and
myself.
SPECIFIC COMMENTS:
MONITORING WELL PLACEMENT:
o Of primary importance to the Department is the placement
of the groundwater monitoring wells. These wells are a
vital link in the data gathering process necessary to
develop the groundwater model and select subsequent well
locations.
The Department requests that the criteria for the selection
of location points be submitted for our review.
Additionally, we recommend that the regulatory agencies have
input into the monitoring well placement process.
DELIVERABLES:
o The Department requests that copies of all deliverables,
including but not limited to the following, be submitted for
our review.
- Site Specific Quality Management Plan
- Safety Health Emergency Response Plan
- Site Specific Safety Plan
- Monthly Operations Reports
