David Wang, P.E. <br /> Page 2 <br /> August 17, 1989 <br /> install the wells in phases and provide additional monitoring. <br /> The monitoring would serve two purposes: 1) to evaluate the <br /> performance of the extraction and injection fields and 2) to <br /> gather data on which to base the construction of the additional <br /> phases. <br /> The revised proposal called for the installation of five <br /> extraction, three injection, and ten monitoring wells. Five <br /> monitoring wells would be installed in each well field to supply <br /> the data collection points. <br /> Three hundred days after contract award an evaluation report will <br /> be submitted for regulatory review. At that time the regulatory <br /> agencies in conjunction with the Depot and the Army Corps of <br /> Engineers will determine the placement of additional wells if <br /> needed. <br /> Verbal approval for this proposal was given by the Department on <br /> 26 July 1989 . The purpose of this memorandum is to provide <br /> written concurrence with the phased approach and to provide <br /> specific technical recommendations for the construction and <br /> operation of the interim groundwater treatment system. The <br /> statement of work has been reviewed by Reid Buell, R.G. and <br /> myself. <br /> SPECIFIC COMMENTS: <br /> MONITORING WELL PLACEMENT: <br /> o Of primary importance to the Department is the placement <br /> of the groundwater monitoring wells. These wells are a <br /> vital link in the data gathering process necessary to <br /> develop the groundwater model and select subsequent well <br /> locations. <br /> The Department requests that the criteria for the selection <br /> of location points be submitted for our review. <br /> Additionally, we recommend that the regulatory agencies have <br /> input into the monitoring well placement process. <br /> DELIVERABLES: <br /> o The Department requests that copies of all deliverables, <br /> including but not limited to the following, be submitted for <br /> our review. <br /> - Site Specific Quality Management Plan <br /> - Safety Health Emergency Response Plan <br /> - Site Specific Safety Plan <br /> - Monthly Operations Reports <br />
