Tomko, Area Engineer <br /> ACCOMPANIED BY : Irene Gill <br /> OBSERVATIONS: <br /> The objectives of this inspection were to (1) determine if the facility is <br /> complying with existing waste discharge requirements (Order No. 63-216) , and (2) <br /> to determine the regulatory status of the lined industrial waste ponds. <br /> Description of Facility and Waste Streams <br /> DDT is within the Defense Logistics Agency. The Depot receives, stores, and re- <br /> issues materials for use by Defense Department installations in the western <br /> United States and Pacific overseas areas. These materials include food, clothing <br /> and textiles, medical supplies, industrial equipment, construction supplies, and <br /> a wide range of chemicals. <br /> The major activities at DDT are: <br /> Stock Readiness - packaging or repackaging of materials for shipment. <br /> Cleaning, stripping, and painting are performed as part of the packaging <br /> preparations for some materials; <br /> Recouping - repackaging of stored chemicals when the existing containers <br /> have degraded or broken; and <br /> Maintenance of on-site facilities and equipment, consisting of painting, <br /> stripping, degreasing, steam cleaning, application of pesticides and <br /> herbicides. <br /> The following liquid waste streams are produced: <br /> Rinse waters and spent solutions from cleaning and stripping operations. <br /> Stripping agents used are either sodium hydroxide or phosphoric acid. <br /> Chromic acid and solvents were used in the past. <br /> Waste steam cleaning waters from stock readiness and maintenance <br /> operations. Wastewater from paint booth filters. <br />
