Date May 12 , 1989 Senior Waste Management Engineer Subject: DHS COMMENTS FOR THE DRAFT RI REPORT Jim Pinasco From Waste Management Engineer BACKGROUND The Department of Health Services (DHS) has reviewed and provided comments upon the following reports: o Phase 1 Draft Remedial Investigation o Data Analysis Supporting Task 36 Well Locations The Phase 1 Draft RI Report represents the investigatory work performed by Woodward Clyde Consultants (WWC) to establish the extent and type of contamination present at Defense Depot Tracy (DDTC) . The data discussed in the Phase 1 Draft RI Report was gathered over a two year period ending December 23 , 1988 . A subsequent Phase 2 Draft RI Report will discuss any additional investigations at DDTC. This contract work was administered by the U.S. Army Corps of Engineers. The Corps of Engineers also supplies technical expertise for DDTC's installation restoration program (IRP) . Funding for the IRP is supplied by the Defense Logistics Agency. The Data Analysis Supporting Task 36 Well Locations Report was produced in response to both agency and Army comments concerning the lack of documentation for proposed monitoring well locations. The following review integrates comments prepared by myself and Reid Buell, Registered Geologist. PRIMARY CONCERNS: 1) Field work for the Draft Phase 1 Report accumulated data in three sampling mediums: soil, soil gas, and groundwater. Each media has been presented independently, with limited discussion. In order to gain an appreciation for the interconnecting nature of DDTC's environmental problems, the results of the different sampling media need to be discussed with respect to each other.
