Stoner <br /> Colonel, USMC <br /> Commander, Defense Depot Tracy <br /> Defense Depot Tracy <br /> Chrisman Road <br /> Tracy, CA 95367-5000 <br /> REMEDIAL INVESTIGATION OF GROUND WATER AND SOIL CONTAMINATION, <br /> DEFENSE DEPOT TRACY (DDT) , SAN JOAQUIN COUNTY <br /> Staff of the Regional Board and Department of Health Services <br /> have found that in order to complete site characterization, and <br /> the Remedial Investigation, DDT must determine the complete <br /> vertical and lateral extent of on-site and off-site ground water <br /> contamination. In addition, identification and assessment of <br /> contaminant sources must be completed. In our 25 February <br /> meeting, representatives of DDT and Woodward-Clyde Consultants <br /> agreed that the work completed and proposed up to that date would <br /> not provide sufficient information to adequately characterize the <br /> site and complete a Remedial Investigation. Since that meeting, <br /> DDT has made commitments to do further site investigation. <br /> However, DDT intends to delay further definition of the off-site <br /> ground water contamination. <br /> DDT contends that the Southern Pacific railroad right-of-way <br /> bordering the northern perimeter of the base may be a source area <br /> for tetrachloroethene (PCE) and trichloroethene (TCE) . This is <br /> based on rumors that these chemicals have been used in the past <br /> to facilitate the removal of oil which has accumulated in a <br /> pipeline in the right-of-way, and an aerial survey that suggests <br /> some material has been spilled in the right-of-way. <br /> We understand DDT is delaying its off-site plume definition to <br /> pursue the Southern Pacific pipeline as a possible contaminant <br /> source. We object to this delay,especially in light of the fact <br /> that there is substantial evidence that DDT is a major source, if <br /> not the only source, of off-site PCE and TCE contamination. Even <br /> if the railroad right-of-way is contributing in some fashion to <br /> the contamination, DDT is not relieved of its responsibility to <br /> investigate and clean up the ground water contamination it <br /> caused. We request you continue with your ground water <br /> investigation immediately. <br />
