It is the <br /> Department' s policy to encourage submission of operation plan <br /> information well in advance of the beginning of construction in <br /> order to avoid the extra costs of any changes that might be <br /> required by the Department. The Department will review the <br /> Operation Plan and, if appropriate, approve the plan by issuance <br /> of an operating permit. <br /> The fact that a facility has been constructed, partially or <br /> completely, will not be a factor in the determination of whether <br /> or not to issue a permit. Construction, prior to obtaining a <br /> final permit, is undertaken at the risk of the owner and/or <br /> operator. <br />
