In the Executive Summary and Section 2, the rationale is provided for amending <br /> the remedial action on the basis of additional risk assessment at Solid Waste <br /> Management Unit (SWMU) 4. Inclusion of the specific risk numbers from the <br /> initial and subsequent risk assessment documents in these sections would be <br /> beneficial for justifying the proposed amendment. <br /> Specific Comments <br /> 1. Section 2 should include a discussion on whether the proposed amendment for <br /> SWMU 4 will result in a change of land use and the need for any institutional <br /> controls at the site. <br /> 2. Pages 2-6 and 2-7, Section 2.4.7 —The costs identified in the referenced <br /> Appendix A, Tables A-1 and A-2, do not include the costs associated with <br /> The energy challenge facing California is real.
