DTSC's comments on the Draft Amendment are provided below. General Comment 1. In the Executive Summary and Section 2, the rationale is provided for amending the remedial action on the basis of additional risk assessment at Solid Waste Management Unit (SWMU) 4. Inclusion of the specific risk numbers from the initial and subsequent risk assessment documents in these sections would be beneficial for justifying the proposed amendment. Specific Comments 1. Section 2 should include a discussion on whether the proposed amendment for SWMU 4 will result in a change of land use and the need for any institutional controls at the site. 2. Pages 2-6 and 2-7, Section 2.4.7 —The costs identified in the referenced Appendix A, Tables A-1 and A-2, do not include the costs associated with The energy challenge facing California is real.
