states that a decision process for groundwater extraction well operation is <br /> described in the "Environmental Master Plan", Radian 1996; however, it is <br /> unclear whether this document establishes capture zones for each extraction well. <br /> Therefore,please include this type of evaluation in the Report or reference a <br /> document where this information can be found; and <br /> b) include groundwater surface elevation data on all capture zone maps starting with <br /> the 3Q00 report. This was not done in the Report (Figures 5.3-1 through 5.3-4). <br /> Please revise these figures to include the groundwater surface elevation data. <br /> 3. According to the text of the Report (Section 5.2), groundwater extraction and treatment at <br /> Plants #1 and #2 began in 1992 and 1998, respectively. In the evaluation of the effect of <br /> groundwater extraction and treatment on contaminant plumes, the Report uses data from <br /> 1994 and from the four quarters (4/99 through 3/00) documented in the Report. The <br /> Report does not discuss other sampling events performed since 1992, nor does the Report <br /> explain the decision to make comparisons based on 1994 and 1999/2000 data only. <br /> Please revise the Report to include all available groundwater analytical data in the <br /> effectiveness evaluation, or provide the rationale for only using data from 1994 and from <br /> 1999/2000 in the evaluation. <br /> 4. As shown in Table 4.1-1, numerous extraction wells were not sampled because the wells <br /> were not operating due to pump failure. However, it is unclear why no samples were <br /> collected from these wells since there are several methods by which samples can be <br /> collected from extraction wells when pumps are not operational. For example, pumps <br /> can be operated using manual control, or the pump can be pulled from the well and the <br /> well sampled using standard well sampling techniques. Please revise the Report to <br /> indicate why it was not possible to sample non-operational wells and whether a concerted <br /> effort was exerted to collect samples from the extraction wells. <br /> 5. In the 1999 Annual Monitoring Report, the following activities were proposed: <br /> - Installation of a new well near LM066A in the Lower Horizon; <br /> - Replacement of LM093AU; <br /> - Replacement of EW036AU; and <br /> - Replacement of LM019A. <br /> 2 <br />
