® RADIAN INTERNATIONAL <br /> A DAMES S MOORE GROUP COMPANY <br /> To: Mr.Jarel Starling(CEHNC-IS-FS) MEMORANDUM <br /> From: Dick Van Dyke(Radian International) <br /> Copy: Steve Nohrstedt(CEHNC-ED-CS) <br /> Betina Martin(CEHNC-ED-CS) <br /> Morgan Ruther(CEHNC-ED-CS) <br /> Dale Clemens (DDJC-FA) <br /> Graham Sharpe(Radian International) <br /> Tom Cudzilo(Radian International) <br /> Michael Thomas (Radian International) <br /> Project File(41-F0602237.00 50100) <br /> Date: 26 January 2001 <br /> Subject: Second Revision of Recommendation for Additional Groundwater Sampling to Define <br /> TCE Extent,DDJC-Tracy Off-Annex(DACA87-95-D-0001/TO037-OXX) <br /> Introduction <br /> The purpose of this memorandum is to describe the collection of groundwater samples from cone <br /> penetrometer testing(CPT)borings to be completed in the Upper and Middle Horizons east of the <br /> Defense Distribution Depot San Joaquin,California(DDJC),Tracy Annex.The purpose of this <br /> investigation is to determine the extent of groundwater contamination east and northeast of the <br /> Operable Unit(OU) 1 groundwater extraction system.Radian International(Radian)will provide all <br /> necessary equipment manpower,and materials to perform the work as described, including <br /> addressing all health and safety concerns related to the performance of field work.All work will be <br /> performed in accordance with the DDJC-Sharpe/Tracy Comprehensive Field Work Plan/QAPP and <br /> with all applicable federal,state, and local regulations and requirements.This work effort will be <br /> conducted under contract to the U.S.Army Corps of Engineers,Huntsville Division(CEHNC),Task <br /> Order(TO) 37.All work will be conducted in coordination will Mr. Dale Clemens of DDJC-FA.This <br /> work effort will be conducted in a phased approach,as described below. <br /> Phase 1 will consist of: (la)Identifying property owners located north and east of the DDJC-Tracy <br /> Annex and determining the boundaries of their land parcels(activity completed); (lb)Distribution of <br /> letters of request from the DDJC-Tracy department of public relations to the property owners <br /> requesting authorization to sample their potable well(s) (target date: 15 January 2001); and(lc)Upon <br /> receipt of property owner approval,conduct sampling of their potable wells(target date: 15 February <br /> 2001). <br /> Phase 2 will consist of: (2a)Obtaining necessary county permits to perform CPT borings in the right- <br /> of-way along Bird Road and Lovely Road(target date: 1 February 2001);(2b)Once permits have <br /> been acquired,collect groundwater samples in the Upper Horizon and Middle Horizon at 7 locations <br /> (target date: 15 February 2001); and(2c)Permanent groundwater piezometers at selected points along <br /> Bird Road and Lovely Road will be installed under a separate effort to support the Waterways <br /> Experiment Station (WES)modeling effort. If groundwater contamination is found by this <br /> investigation,the boundary condition piezometers for the WES modeling effort may be required to be <br /> moved further east than Bird Road and Lovely Road;final locations will be based on investigation <br /> results and input from WES. <br /> 1 <br />
