Box 960001 <br /> Stockton, CA 95296 <br /> DRAFT DDJC-TRACY WELL MONITORING PROGRAM 2010 ANNUAL <br /> MONITORING REPORT, DEFENSE DISTRIBUTION DEPOT SAN JOAQUIN— <br /> TRACY SITE <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley <br /> Water Board) staff has reviewed the draft Well Monitoring Program 2010 Annual <br /> Monitoring Report (4Q09— 3Q10), (Draft Annual Report) dated December 2010. The <br /> Draft Annual Report was prepared by HDR I e2M, on behalf of Defense Logistics Agency <br /> Enterprise Support San Joaquin, California (DLA) for the Defense Distribution Depot <br /> Tracy site. Originally, this review letter was due on 18 February 2011. However, <br /> Central Valley Water Board staff requested a 30-day extension until 21 March 2011. <br /> The Draft Annual Report presents the results of groundwater monitoring and sampling <br /> at the Tracy site during the fourth quarter of 2009, and the first, second, and third <br /> quarters of 2010. Also, the report presents comparisons of the sampling results with the <br /> decision logic flowcharts for monitoring wells and extraction wells established for the <br /> Tracy site. Based on these comparisons, the report presents recommendations for <br /> sampling frequency changes to be implemented in 2011. <br /> DLA hosted a meeting on 4 March 2011 to discuss and evaluate the Draft Annual <br /> Report recommendations. Staff of HDR I e2M, the Central Valley Water Board, and the <br /> U.S. Environmental Protection Agency (USEPA) attended the meeting. The main topic <br /> discussed at the meeting was annual monitoring and extraction well sampling frequency <br /> change recommendations. <br /> Monitoring and Extraction Well Sampling Frequencies <br /> During the 4 March 2011 meeting, consensus was reached by staff of DLA, Central <br /> Valley Water Board, and USEPA on annual monitoring and extraction well frequency <br /> recommendations; most of the recommendations will be implemented as proposed in <br /> the Draft Annual Report, while some will not be implemented in 2011.
