Mr. Maurice Benson - 2 - 8 February 2011 <br /> Defense Logistics Agency <br /> The Final Plan includes schedules for notifying the Central Valley Water Board, the well <br /> owner, and the resident well user in the event that a notification level, trigger level, or action <br /> level has been exceeded in a confirmation sample. In some cases, the well owner and <br /> resident would be notified later than the Central Valley Water Board. The revised Final <br /> Plan must move up the notification times so that the well owner and user will be notified at <br /> the same time as the Central Valley Water Board. <br /> The Final Plan does not include monitoring of private well PW005 because it is screened <br /> between 480 to 520 feet below ground surface. However, this well should be sampled <br /> periodically because the casing annual space is packed with gravel from 200 to 520 feet <br /> below the surface and could provide a conduit for downward movement of CDCs during <br /> extended periods of pumping. The revised Final Plan should propose a frequency for <br /> groundwater sampling of PW005. <br /> The Final Plan indicates that private wells will only be sampled if DLA and the well owner <br /> have signed a right-of-entry agreement. Table 3-1 of the revised Final Plan must indicate <br /> why right-of-entry agreements have not been obtained for wells PW008 and PW010. <br /> The revised Final Plan should reference agricultural wells in the definition of <br /> commercial/industrial private wells.
