Pre-Desian Technical Summary, <br /> Defense Distribution Region West . Shark " dated <br /> October 15, 1996, prepared by Radian Corporation. <br /> The Report provides rationale and data to support <br /> remedial action decisions for Operable Unit 2 (ROD) . The <br /> Report is well laid out and provides easy access to <br /> graphs and technical rationale . <br /> The assumption presented in the ROD regarding metals <br /> having their highest concentrations in the upper two feet <br /> of the South Balloon were unsupported by the data. We <br /> agree that it is practical not to recommend remediation <br /> of the upper two feet based on ROD clean up levels . <br /> However, the no action recommendation does not take into <br /> account contamination found at depth.
