ORDER NO. 94-_ <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> DEFENSE LOGISTICS AGENCY <br /> DEFENSE DISTRIBUTION REGION WEST TRACY <br /> OPERABLE UNIT 1 GROUND WATER TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> n <br /> I I <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) <br /> finds that: <br /> I. The Defense Logistics Agency (DLA), Department of Defense (hereafter, Discharger), the <br /> owner and operator of Defense Distribution Region West (DDRW) Tracy submitted a <br /> Report of Waste Discharge (RWD), dated 15 May 1993. Since the submittal of the RWD, <br /> changes have been made to the proposed groundwater extraction and treatment system <br /> expansion. <br /> 2. DDRW's primary mission is the receipt, storage, and issue of Defense Logistics Agency //\\ <br /> supplies. <br /> 3. DDRW occupies 448 acres of land 1-1/2 miles southeast of Tracy. The surrounding area is <br /> used mainly for agriculture. The Discharger's ground water cleanup system is in the <br /> northwest 1/4 of Section 35, T2S, RSE, MDB&M, as shown in Attachment A, incorporated <br /> herein and made part of this Order. The Assessor's Parcel Numbers for this site are <br /> 250-837-158 and 250-890-102. <br /> 4 Waste Discharge Order No. 90-275, adopted by the Board on 28 September 1990 prescribes n <br /> requirements for DDRW Tracy, which owns and operates a ground water extraction and V <br /> treatment system with disposal to shallow aquifers utilizing injection wells and the existing <br /> storm water evaporation/percolation pond. The current treatment and disposal systems are <br /> all on-site. The Discharger has expanded the ground water extraction, treatment and <br /> disposal system from a capacity of 250 gpm to approximately 450 gpm. New injection <br /> wells and infiltration galleries have been constructed to increase the disposal capacity of the <br /> system to match the treatment system capacity. The work on thi's phase of expansion was <br /> completed at the end of 1994. <br /> 5. The ground water treatment system expansion also includes construction of a new separate <br /> ground water treatment plant (air stripper), disposal facilities, and new ground water <br /> extraction wells on the Annex Property, northeast of the main plant, as shown on ~ <br /> Attachment A, incorporated herein and made part of this Order. The full scale capacity of <br /> the two extraction and treatment systems combined will be approximately 1250 gpm. <br />
