WASTE DISCHARGE REQUIREMENTS - 6 - <br /> DEFENSE <br /> 6 - <br /> DEFENSE DISTRIBUTION REGION WEST TRACY <br /> SAN JOAQUIN COUNTY <br /> C. Discharge Specifications: <br /> 1. All extracted ground water shall be treated by the air stripper facilities and discharged <br /> to one or more reinjection wells or infiltration galleries and/or to the storm water <br /> evaporation/percolation pond, as identified on Attachment A. Additional subsurface <br /> disposal facilities may be added as approved by the Executive Officer. <br /> 2. Discharges of treated ground water to the storm water evaporation/percolation pond <br /> shall be prohibited between 1 November and 30 April, except in accordance with an <br /> evaporation/ percolation pond operation plan as required by Discharge Specification <br /> C.13. <br /> 3. The Discharger shall operate the extraction wells to produce the most effective <br /> hydraulic barrier to off-property contaminant migration. <br /> 4. The Discharger shall operate the air stripper for maximum VOC removal efficiencies. <br /> 5. The Discharger shall maintain the disposal capacity of the reinjection well and <br /> infiltration gallery system. Any methods of maintaining the disposal capacity, other <br /> than mechanical means, shall be approved by the Executive Officer prior to <br /> implementation. <br /> 6. All treatment, transport, and disposal components (including pumps, valves, liquid <br /> level controllers, pipelines, blowers, flow meters, pressure gauges, etc.) shall be <br /> inspected weekly for leaks and/or malfunctions. In addition. the system's automatic <br /> controls, including the alarm/notification and shutdown systems, must be tested and <br /> certified operational on a monthly basis. <br /> 7. The monthly average discharge flow shall not exceed 1.8 miilion gallons/day for the <br /> full scale system. <br /> S. The treatment facilities shall be designed, constructed, operated, and maintained to <br /> prevent inundation or washout due to floods with a 100-year return frequency. <br /> 9. Neither the treatment nor the discharge shall cause a nuisance or condition of pollution <br /> as defined by the California Water Code, Section 13050. <br />
