Moble, Attorney at Law, representing Mr, Anthony Traina,we have <br /> further reviewed the potential impacts to water quality posed by the proposed installation of all irrigation <br /> well on a 10 acre site west of, and adjacent to, DDRW Tracy. Based on the information provided in Mr. <br /> Noble's letter to the Board, dated 12 June 1995, we understand that this well is proposed to be <br /> constructed to a depth of 160 feet below ground surface, limited to the Upper Tulare Aquifer, and above <br /> the Corcoran Clay Zone. We further understand that Mr. Trains would be willing to, and capable of, <br /> limiting the pumping rates of the well. <br /> As you are aware, because of the close proximity of this 10 acre site to contaminants present in ground <br /> water and soil on DDRW Tracy property, we pretbr that the proposed well be constructed in the Lower <br /> Tulare Aquifer and grout sealed into The Corcoran Clay Zone in order to prevent cross contamination <br /> within the Upper Tulare Aquifer and between the Upper Tulare Aquifer and the Lower Tulare Aquifer, <br /> However,because high costs are associated with the constniction of this type of deep well, we do not <br /> object to construction of a well, initis s proposed as long as well pumping dues not impact DDRW <br /> Tracy's ability to ell'eotivDly captor a 1taminanl ground water plume. However,if monitoring etl'orts <br /> by DDRW Tracy show that the grout ater plume is drawn by the pumping of this new well, reduced <br /> Pumping maybe required, or an alterns ve water supply be provided by DDRW Tracy. Enclosed <br /> is a memorandum which describes oup technical Via 1na d recommendations in more detail. <br /> We also recommend that a meetin�t e held to address a concerns of all parties involved prior to <br /> issuance of a well permit for the proposed well.
