Aquifer which contains high levels of naturally occurring
elements (boron and selenium) . DDRW said they also contacted
Heinz, All Pure Chemical, and the City of Tracy and they were not
interested. RWQCB said they did not see a problem using the
treated water for surface irrigation. DDRW explained that the
groundwater cleanup is covered by a Record of Decision (ROD)
which is an agreement between DDRW Tracy, the Environmental
Protection Agency (EPA) , the Department of Toxic Substances
Control (DTSC) , and the Regional Water Quality Control Board
(RWQCB) . It was decided in the ROD to reinject the water back
into the aquifer because there was no interest shown in using the
treated water. If a party was interested in using the treated
water for irrigation the ROD could be amended to include this
option. DTSC said they agreed. EPA said the only problem they
would foresee is finding a party who would require a constant
flow with occasional maintenance shutdowns . EPA added that reuse
of the treated water could be proposed in the upcoming
Comprehensive Remedial Investigation/Feasibility Study which will
be available for public comment. DTSC recommended looking at
multiple usage (example: reinject when there is no use for it) .
The next TRC Meeting is scheduled for 5 December 1994 .
3
