The Department of Toxic Substances Control's (Department) <br /> Comments Regarding the <br /> Draft Well Monitoring Report, October 1993, Sampling Round, <br /> date April 1994, <br /> Defense Distribution Region West (DDRW) , Tracy <br /> GENERAL COMMENTS <br /> 1. Low flow sampling methodology is discussed for potential use <br /> at DDRW, Tracy. The Department's review has concluded that <br /> there are positive and potentially negative aspects to <br /> implementing a low flow sampling methodology. The <br /> Department recommends that DDRW, Tracy carefully evaluate <br /> all aspects of a low flow sampling methodology prior to <br /> adopting a new program. We have further recommendations <br /> regarding low flow sampling in the attached comments. <br /> 2 . The issue of turbidity and it's effect on data quality with <br /> respect to metals sampling results has been a topic of <br /> discussion between the regulatory agencies and DDRW, Tracy <br /> over several project manager meetings. Any policy DDRW, <br /> Tracy plans to implement regarding turbidity should be <br /> presented in a DDRW, Tracy Document. The Annual Monitoring <br /> Report would seem to be the appropriate document for such a <br /> presentation. This would allow written regulatory input on <br /> planned DDRW, Tracy policy. We recommend that this policy <br /> be presented in the next Annual Monitoring Report which is <br /> scheduled for the October, 1994, sampling round. <br /> 3 . The Draft Well Monitoring Report comprises one of three <br /> large documents recently produced regarding the remedial <br /> investigation at DDRW, Tracy. The other recent documents <br /> being the Site Characterization Report and the Phase II <br /> Workplans. The Department cautions DDRW, Tracy to be <br /> diligent in cross referencing the data presented in these <br /> reports to insure consistent depiction of circumstances <br /> throughout the DDRW, Tracy site. <br /> 4. The Department supports the plans outlined in the Draft Well <br /> Monitoring Report to reduce size of the Report without <br /> compromising data quality. <br /> 5. The next annual report is scheduled to be produced for the <br /> October, 1994 , sampling round. It is expected that a <br /> reduction in the number of monitoring wells sampled will be <br /> a goal of DDRW, Tracy. The Department is supportive of any <br /> reduction, provided it is documented and supported by the <br /> sampling protocols agreed to and presented in the Draft Well <br /> Monitoring Report. <br />
