JtEO Sure • •
s UNITED STATES ENVIRONMENTAL PROTECTION AGENCY
+ REGION IX
75 Hawthorne Street
San Francisco, CA 94105.3901
RECEIVED
April 12, 1993 APR 16 1993
Marshall Cloud ENVIRONMENTAL HEALTH
Superfund Project Manager, DDRW-Tracy PERMIT/SERVICES
Env-Protection Office, Bldg. 108
P.O. Box 960001
Stockton, CA 95296-0250
RE: Draft Amendment to DDRW-Tracy Comprehensive RI/FS Work Plan
Thank you for the Draft Work Plan Amendments for the Phase I Remedial
Investigation (RI) including the baseline risk assessment (BRA) amended portions to
accompany the Comprehensive Remedial Investigation/Feasibility Study (RI/FS). These
draft work plan amendments were received in our offices on February 12, 1993. Per the
terms of the FFA, we are providing comments (attached) within 60 days of receipt of the
primary document.
EPA's major concerns are that the Work Plan Amendment: (1) should clarify the
objectives of Phase I sampling, (2) describe in greater detail the specific plans to establish
background levels for metals and pesticides, (3) appears to question the representativeness
of the total metals data, yet does not articulate a proposed corrective action, and (4) should
provide more definitive plans for the Baseline Risk Assessment.
Should you have any questions, please contact me at (415) 744-2392.
Sincerely,
V1Jq 1
Michael Work
Federal Enforcement Section I (H-9-1)
Office of Superfund
Attachment
cc: (See Distribution List)
Punted an Rerrr(ed Paper
