R5-2006-0094, CITY OF <br /> LATHROP, SAN JOAQUIN COUNTY <br /> I have reviewed the 14 June 2007 Master Groundwater Well Installation and/or Destruction <br /> Workplan (Revised) prepared by Hydrofocus, Inc. The report was required by Waste <br /> Discharge Requirements (WDRs) Order No. R5-2006-0094, Provision G.1.i.i. An earlier <br /> version of the Master Workplan (submitted on 14 February 2007) was determined to be <br /> incomplete by Regional Water Board staff. The Master Workplan is intended to streamline <br /> future groundwater well installation/destruction workplan (addendum) reviews by defining <br /> standard procedures, with the goal being expedited workplan review. However, the 14 June <br /> 2007 workplan does not include standard operating procedures and the description of <br /> procedures provided is too vague for staff to determine the adequacy of the work. While the <br /> Master Workplan doesn't contain standard operating procedures, staff believes it is not <br /> necessary to revise the plan again. Instead, more detailed addendums will be required to <br /> describe future projects more fully. <br /> In addition, Table D1, which lists the monitoring well network, is not the same as the <br /> monitoring well network listed in Finding No. 62 in the WDRs. The following wells are not <br /> listed in Table D1: <br /> MWR-13 MWR-15 MWR-17 MWR-19 MWR-21 <br /> MWR-14 MWR-16 MWR-18 MWR-20 MWR-22 <br /> The issue of the monitoring network is addressed in the City of Lathrop's 28 June 2007 <br /> Response to April 10, 2007 Letter Entitled Incomplete Report; staff is preparing a separate <br /> response to the letter. In summary, Finding No. 62 of WDRs Order No. R5-2006-0094 <br /> defines the monitoring network and how it can be modified.
