Stewart Road <br /> Lathrop, CA 95330 Lathrop, CA 95330 <br /> CONDITIONAL APPROVAL, WORKPLAN,REITER PROPER TYAND POND C,LATHROP, SAN <br /> JOAQUIN COUNTY <br /> I have reviewed the City of Lathrop, Tentative Waste Discharge Requirements, Reiter Property and <br /> Pond C, workplan prepared by RMC Inc., dated 11 January 2005. The workplan was prepared to <br /> provide additional information to support comments to the Tentative Waste Discharge Requirements <br /> (WDRs), which were distributed on 14 January 2005. I have the following comments on the workplan: <br /> • Please sample the existing wells at the Reiter Property as part of the investigation. The results <br /> should be compared to the results from the hydropunch samples. <br /> • Collection of groundwater samples at multiple depths may provide useful information in evaluating <br /> the TDS concentration trends with depth. Please describe how the information will be used in <br /> determining"optimum sample depths"for the other hydropunch samples. The collection of <br /> multiple depth samples may result in disagreements over which data to use. Consistent with the <br /> Antidegradation Policy, staff will recommend protecting the better quality water. <br /> • You may wish to add a deep boring in the middle of the land application area and adjacent to the <br /> irrigation canal to better characterize groundwater quality with depth and distance from the <br /> irrigation canal. <br /> • Please provide a description of how groundwater mixing from different depth intervals in the deep <br /> boreholes will be prevented. <br /> • Please provide a table listing the analytes, sample containers, preservatives, and allowable sample <br /> hold times. <br /> • Please provide a description of how the borings will be grouted. Because the borings will be placed <br /> in an area where wastewater will be applied, all the borings shall be grouted with neat cement <br /> pumped through a tremie pipe from the bottom of the boring consistent with San Joaquin County <br /> Well Standards Section 13.17.8. <br /> The investigation and report shall be prepared under the supervision of a California licensed civil <br /> engineer or geologist.
