The document package is identified by State Clearinghouse No. <br /> 2003072132. This letter provides comments on the DEIR and identifies issues that may require further <br /> discussion: <br /> The project consists of a 1,521-acre mixed use residential/commercial development consisting of <br /> approximately 6,790 dwelling units and up to 5-million square feet of office/commercial uses. <br /> Development will be performed in two phases over a 15-year period. <br /> The selected wastewater treatment and disposal methods are not presented. However,the DEIR presents <br /> six options for treatment of wastewater and discusses additional alternatives for land application. In <br /> addition, use of the Crossroads Wastewater Treatment Facility to treat solids is described. No methods <br /> of treatment are discussed but the DEIR states the final treatment method would result in disinfected <br /> tertiary treated recycled water. Because an alternative has not been selected, staff cannot provide <br /> specific comments on the DEIR. The DEIR must be revised to describe the wastewater treatment that is <br /> planned. , <br /> The six identified options for wastewater treatment briefly describe locating wastewater treatment <br /> facilities at various locations. The locations include the Crossroads facility/Membrane Bioreactor <br /> (MBR) facility and areas located three to four miles north of the Crossroads/MBR facility. Staff strongly <br /> encourages consolidation of wastewater treatment facilities in one location with the expectation that the <br /> facilities will be consolidated in the future. <br /> The recycled water disposal describes additional land that will be obtained for wastewater application. <br /> The land application areas must be addressed in the final EIR or subsequent environmental document in <br /> order for the Regional Board to include those areas/in Waste Discharge Requirements(WDRs). The <br /> requirement to obtain WDRS is not listed in Section 1.4.3; the final EIR should identify WDRs as a <br /> required authorization. <br /> California Environmental Protection Agency <br /> ca Recycled Paper <br />
