This letter requests submittal of the Final RWD. The <br /> Final RWD must fully describe the proposed wastewater system, address all items listed herein, address <br /> all comments by the California Department of Health Services (DHS), and must be prepared under the <br /> supervision of a California licensed Registered Engineer. The following significant items were noted in <br /> the report: <br /> • The November 2003 RWD is not signed or stamped by a California licensed engineer. All future <br /> submittals must contain a certification page or the report will not be reviewed until the certification <br /> is received. <br /> • The background section of the RWD states the City is interested in discussing combining the permit <br /> for the existing Crossroads secondary plant with the permit for the proposed MBR plant. Portions of <br /> the RWD also refer to upgrades of the existing Crossroads plant to tertiary standards. However, staff <br /> understands the current RWD under consideration only addresses the MBR 0.75 million gallons per <br /> day treatment system. Statements regarding future expansion phases generally were not evaluated <br /> nor commented on in this review. Staff understands that the two plants will be operated separately, <br /> and therefore will maintain separate permits. <br /> • In our meeting on 13 December 2002, staff requested information on other MBR systems that have <br /> been constructed and are operational at other wastewater treatment plants. Specifically, we are <br /> interested in the actual reliability of the systems. Please provide information on other MBR systems <br /> describing: length of time system in operation, flow rate, treatment system up and down time, <br /> unanticipated problems, scheduled maintenance, treatment system effectiveness in reducing <br /> contaminants, raw wastewater quality, treated wastewater quality, and replacement parts availability. <br /> Are some parts available only through one or a limited number of vendors?
