R5-2006-0094, CITY OF <br /> LATHROP, SAN JOAQUIN COUNTY <br /> I have reviewed the 7 July 2006 Monitoring Well Network Modification prepared by <br /> Hydrofocus, Inc. and the 11 July 2006 Well Destruction Work Plan prepared by Erler & <br /> Kalinowski, Inc., which request authorization to properly destroy groundwater monitoring Well <br /> MWM-18. The request to destroy the well was delayed by preparation of new Waste <br /> Discharge Requirements Order No, R5-2006-0094. Until the new Order was prepared and <br /> adopted, staff could not judge the need for the well. <br /> The documents state the well was installed to monitor Land Application Area No. 17, that no <br /> wastewater was applied to the area, and the land will be developed and not used for <br /> wastewater application in the future. <br /> The land application areas were renamed as part of the 14 February 2006 Report of Waste <br /> Discharge. The new name for the area is Land Application Area A22. Area A22 is not listed in <br /> WDRs Finding No. 32, which lists all the land application areas presently acceptable for <br /> recycled water application. Similarly, Well MWM-18 is not listed in Finding No. 62, which lists <br /> all the groundwater monitoring wells presently included in the monitoring network, as defined <br /> by the WDRs. <br /> The workplan states the well will be over drilled and grouted using neat cement and a tremmie <br /> pipe, with San Joaquin County oversight. Destruction of the well as described in the Work <br /> Plan is acceptable.
