(AGE). AGE proposes conducting soil vapor
extraction (SVE) to cleanup tetrachloroethene (PCE) pollution previously identified in soil vapor
at the site.
The former Cain Electrical Works occupied 230 North Church Street in Lodi between about
1950 and the early 2000's and used PCE for cleaning metals in its business operations for at
least a portion of its occupancy. Elevated levels of PCE have been found in soil vapor beneath
the former facility which is now an empty lot. Groundwater is about 50 feet below ground
surface. Soil vapor samples have contained up to 10,600 micrograms per cubic meter of PCE.
Groundwater samples have not contained any detectable volatile organic compounds.
AGE proposes installing four SVE wells in the northern portion of the site where the highest soil
vapor concentrations have been detected. Each SVE well will be constructed with screen
intervals extending from 15 to 45 feet below ground surface. The sand filter pack will extend to
approximately 2 feet above the screen interval. A one-foot bentonite seal and cement grout will
fill the upper annular space. In addition to the four SVE wells, the SVE system will include a
condensation removal tank, up to four 200-pound carbon vessels, and an SVE unit capable of
extracting vapor at a rate of between 100 and 150 standard cubic feet per minute. Following
startup, vapor samples will be collected using tedlar bags every two hours for four samples
during the first day, daily during the first week, and weekly thereafter for analysis of VOCs by
EPA Method 8260.
The proposed implementation schedule includes SVE well installations within 30 days of the
date of this letter and soil vapor extraction within 15 days following the well installations. An
initial report may be prepared within 60 days if modification of the work plan is required based
on early results. A final report will be submitted within 60 days after all monitoring data has
been received and checked.
KARL E.
