(Harding ESE)(formerly <br /> Harding Lawson Associates(HLA)) submits to the San Joaquin County Public Health Services, <br /> Environmental Health Division(PHS/EHD)this letter report summarizing activities performed to destroy four <br /> groundwater monitoring wells at Newark's West Church Street facility in Stockton, California. In an April <br /> 13, 2000 letter to the Central Valley Regional Water Quality Control Board(RWQCB),the PHS/EHS <br /> requested RWQCB's concurrence with the PHS/EHD determination that"no further action is required"for <br /> the former 210,000-gallon# 6 fuel oil underground storage tank(UST)and the sump and two USTs(closed in <br /> place)within the courtyard. This letter also indicated that a"Case Closure Letter"would be issued following <br /> appropriate destruction of the four monitoring wells associated with the 210,000-gallon# 6 fuel oil UST <br /> formerly located at the Site. <br /> BACKGROUND <br /> In 1998,HLA performed environmental investigations of two areas within the Newark facility. One of these <br /> areas consisted of the two# 6 fuel USTs and an adjacent sump located within the courtyard of main plant <br /> building(Plate 2). The second area consisted of a 210,000-gallon# 6 fuel oil UST located in the southeast <br /> corner of the Newark facility(Plate 2). The results of these investigations were presented in two reports <br /> entitled Closure Report 210,000-gallon UST Removal Project and Summary Report Limited Phase II <br /> Investigation, Courtyard Tanks and Sump(HLA, 1998a and 1998b). PHS/EHD reviewed these reports and <br /> requested further information which was submitted in the report entitled Additional Closure Information, <br /> Mass Calculations and Compilation of Monitoring Well Data(HLA, 1999). PHS/EHD reviewed this report <br /> and indicated in an April 11, 2000 letter that they were preparing documents to request concurrence from the <br /> RWQCB for a"No Further Action Required"determination for the Site. In this letter, PHS/EHD also <br /> requested a survey of all wells within 2000 feet of the Site and additional related information. This <br /> information was submitted to the PHS/EHD and the RWQCB in Harding ESE's report entitled Additional <br /> Requested Closure Information 2,000 foot Radius Well Survey and Physical Search(Harding ESE, 2000).
